SCGOP Reorganization Explained

Every two years, ALL SC political parties have to reorganize (hold conventions at every level to elect all new officers and delegates to each level of the party). 
This process is supposed to prevent what we have now, A STAGNANT Establishment controlling the party by preventing the majority of party SC voters from creating positive growth and change in the political party.

It is a very simple process with 3 tiers of organization, precinct, county and state levels.

Party Levels of Organization

Each level must meet, convene, and elect officers, make rules and reorganize!

The Precinct

Precincts are formed by your voter precinct, where you vote.  Your local neighborhood.  They are the POWER OF THE PARTY and are supposed to create all other levels of the party!

It elects its own precinct officers to operate the precinct's business with precinct members and elects county delegates to county convention.  Precinct  committeemen (ECs) run the county party through the County Executive Committee.

Unlike all other levels, the precinct operates under its own authority and such regulations that they establish at county convention.

the county

County Parties are formed by the delegates of the precincts to conduct county wide party operations.

The County Convention of the precinct delegation elects the County Chair, County's State Committeeman (State EC) and any other officers the county delegation feels they need to handle county wide business.

The county executive committee conducts the business of the county party level operating under the authority of the county delegation formed by the precincts.

the congressional district (next Year)

The state delegates elected by the county conventions form the congressional district delegation that convenes to elect district party level officers, make or amend state party rules, and nominate candidates for national delegates for the state convention for preparation for national convention (in presidential election years)​.

The congressional district level is operated by the district excecutive committee whose committeemen are the county chairs elected at county convention.  It cannot make rules but handles the regular district party business under the authority of the county delegations and the chair their chairs.

the state

The state delegates elected by the county conventions form the state delegation that convenes to elect state party level officers, make or amend state party rules, the state platform, and delegates for the state to the national level for Republican National Convention​.

The state level is operated by the state committeemen elected at county convention forming the State Executive Committee.  It cannot make rules but handles the regular state party business under the authority of the state delegation formed by the counties and their precincts.

Each Officer's Specific Tasks Detailed by Level & Office

President

  • Calls to order & moderates precinct meetings
  • Arranges for precinct reorg 
  • Checks, verifies, completes and signs the Forms 1 & 2 at Reorg meeting
  • Attends county executive committee meetings and has automatic proxy in the absence of the precinct committeeman (EC) unless the EC sends a proxy form to another precinct member

RINO SECRET: Second most important office in the precinct!

Vice President

  • Fills in for the president as necessary

Often never filled.

Secretary

  • Takes minutes of meetings and/or records meetings
  • Maintains the precinct member list
  • Keeps in contact with the precinct reporting to membership
  • Also checks, verifies and signs the Forms 1&2 at Reorg meeting

  

Committeeman

  • Also Called the "Precinct Executive Committeeman" or EC for short
  • Represents and votes for the precinct on the County Party Executive Committee
  • Maintains contact with the precinct, reporting business to them as needed
  • Must attend the County Committee meetings!

 County Delegate

  • Represents and votes for the precinct at county convention
  • Is qualified to run for County, Congressional District and State Level offices!
    Second most important office in the precinct

  

Alternate County Delegate

  • Attends and represents the precinct at county convention when a delegate is absent or must step out of convention
  • Is qualified to run for County, Congressional District and State Level offices!
